Neighborhood Impact of the Proposed Jollyville Water Transmission Main

The City of Austin has proposed construction of a water transmission main at the corner of Old Lampasas Trail and Spicewood Springs Road as part of its plan to build Water Treatment Plant #4. The construction of an open shaft at this location will impact all residents with additional construction traffic and noise, so it is important that we are informed on this issue, find out how this will affect us, and make sure that our concerns are addressed.

Letter from Eric Deal, MNA President

Mountain Residents,

Many of you may be aware of the City of Austin’s plan to build water treatment plant #4 on Lake Travis. In addition to the plant, Austin will also build two transmission lines to connect the plant to two reservoirs that serve northwest Austin. One of these is the large blue tank at Highway 183 and McNeil/Spicewood Springs (the Jollyville station). The City of Austin is holding public meetings to inform residents about this project and how construction will impact us.

The Jollyville transmission line will be constructed as an underground tunnel that runs through the Balcones Canyonland preserve and follows roughly the route of Spicewood Springs up to 183. The tunnel will be “deep” and will not require surface trenching. The primary impact to the Mountain area appears to be a vertical shaft that will be constructed near the south-east corner of the intersection of Old Spicewood and Spicewood Springs near Scotland Well. During construction, this triangular area will be fenced off and will be used to transport excavated rock out of the tunnel and hauled away by dump truck.
